A - action, at school [It's lunch time at Locke City Academy, and Chuck is sitting alone. He doesn't have many friends, and those he does have don't share his lunch period on this day, so here he sits, looking pathetic and lonely.

B - action, Blood Keys encounter [You've been cornered by a Blood Key! It's hard to make out any defining features, with the big sunglasses, bandanna covering his face from his nose down, and the hood of his sweater pulled up over his head.
He's holding one hand out, palm open and beckoning, while keeping the other as a tight fist at his side. Show them he means business, but don't threaten beyond that. At least, not yet.]
Just hand over your wallet and phone, nobody has to get hurt.

C - network Okay, so I get the whole "reincarnations of superpowered people, avoid the cops and Thunder Corp and aliens, etc etc" deal, but there's still one thing I don't get.
Why Locke City?
It's not a major world city like New York or London or Beijing or anything. It's not even the capital of the country! It's just some random city in New Jersey. Seriously, what's the deal?
