rules are fairly straightforward but:

1. post with your characters
2. comment around asking other people about your characters' cr
3. get tl;dr about how their characters feel about yours and give tl;dr to whoever comments to you
4. have tl;dr discussions if you want to, reuse shit for cr charts, etc.

Luci doesn't know much if anything about Anthony, and admittedly the boy hasn't made much if any impact upon her. She's seen him around the network, and for the most part he comes off as somewhat shy and bumbling, but well-meaning. While they may have talked a few times, she can't for the life of her remember what about. He seems nice enough, though, when she remembers him.
