JERK!

He has a lot of feelings about Neil and they not all positive! First off, he's really thankful for having him alongside on the battlefield because he wouldn't know what to do half the time otherwise. He appreciates his military background, in that, he knows he can count on him to have his back. He respects Neil for that too, and because they were the only two most senior among the pilots, he refers to him a lot for decision making and such.

However, he's also annoyed with his carelessness (like announcing his name to the world) and in his opinion, blindly trusting the FBI. He understands where he comes from but it still irks him that despite his experience, he doesn't seems to understand that there's a real possibility the FBI might be corrupt too. Two sides of a coin really. Eugen is skeptical and Neil is more trusting.

But despite all that disagreement, he would stand by him in time of troubles, and fight beside him. That echo he glimpsed on also makes him feels slightly more protective of him (and now he's going to be doubly confused because of Lyle's arrival) for fear of it being something really bad BUT HE'S NOT TALKING ABOUT THAT ECHO. So beyond being annoyed with him regularly, he still looks out for him and wants to know more about him.
